He was born August 17, 1948 in Gravel Lick, VA. He is preceded in death by his sister, Sharon K. Light and brother, Michael Lyn Carter. He is survived by his loving wife, Sandi Walts-Carter; mother, Helen Carter; Children: Jennifer (Billy Jack) Howe, Samantha, Nicole and Michael Carter; Stepchildren: Derek (Jessica) Sanchez, Amy Harris, Kim Blimka and Chris (Tanya) Blimka; Grandchildren: Krystal and Warren Howe, Emma Davis and Preston Sanchez; and his beloved dog Snoop and many, many friends.
