Billy Harold Owen, 57, of Mobile, Ala., died Thursday, Feb. 14, 2008, at his home. He was a native of Geneva, Ala., and a former resident of Panama City, Fla. He worked as an environmental consultant. He received his master's degree in public administration from the University of West Florida. He had 20-plus years of service in government service. He was preceded in death by his father, William Owen. Survivors include his wife, Lillian Owen; his mother, Ruth Owen; and two sisters, Christine Carter and Velinda Hickey, all of Mobile.
