William Craddock Carter, 66, Venice, died Jan. 30, 2004. He was born in Alexandria, Va., and came to Venice in 1993 from Arlington, Va. He retired in 1992 after 34 years at the Department of Defense in Washington, D.C. Survivors include his wife of 44 years, Mary Jacqueline Allen; a son, Alan E. of Woodbridge, Va.; and twin granddaughters.
