OWENS--Major Robert Odell, The City University of New York mourns the death of former Congressman Major Owens, whose prominent public service career included heading the Community Development Agency in New York City, serving in the New York State Senate and, for 24 years, in the US House of Representatives. He was a Distinguished Lecturer of Public Administration at Medgar Evers College, CUNY.
