Rita M. Lupe Belanger passed into eternal rest Friday, Feb. 29, 2008, after a brief illness while under the loving care of her son, daughter-in-law and Covenant Hospice. After more than 20 years of service with the federal government, she had retired in 1985 as the executive director of the Department of Agriculture's Agricultural Stabilization and Conservation Service in Saratoga County, N.Y. Born in Schenectady, N.Y., to Michael and Loretta Murphy, she was preceded in death by her first husband, Howard Patrick Lupe; and her sister, Lucille Gower. She is survived by her husband, Maurice, of Liverpool, N.Y.; son and daughter-in-law, Barry and Marcia Lupe of Charlton, N.Y.; two grandchildren, Patrick of Roanoke, Va., and Amanda of Schenectady, N.Y.; two stepdaughters, Diane Belanger and Linda Bonn of Liverpool, N.Y.; two stepgrandchildren, Troy and Jamie LoBello; four stepgreat-grandchildren; and several cousins. A memorial service will be held at 3 p.m. Wednesday, March 5, 2008, at Regency Towers' Regency Room, 5801 Thomas Drive, Panama City Beach, Fla.
