Winder - Joe T. Carter, 76, of Winder, died Thursday, January 1, 2009. Services will be 2 p.m., Sunday, January 4, 2009 at the chapel. Interment will be at Barrow Memorial Gardens. Survivors include wife, Reba Carter; children, Tommy & Barbara Carter; siblings, Shirley Ann Martin & Robert Carter; mother-in-law, Marguerite Mooney, all of Winder. Carter Funeral Home, Winder, has charge of arrangements.
