He was a native of Savannah, GA. He was a member of First Mt. Pleasant Baptist Church. Survivors are: his wife, Yvonne Carter, daughters, Delexis Michael (Brathwait) of New York; son, Joe Carter III, three stepdaughters, Dimetria Lonon (Tyrone), Narvia Frazier, Sr. (Jamie), Janice Pertha (Robert) all of Savannah, three brothers, Mannie Irvin (Sarahanne), Arthur D.
