Frances Dovel Miller, 97, died July 23, 2007, at Martin Memorial Medical Center in Stuart. She was born in Harrisonburg, Va., and lived in Palm City since 1989, coming from Alexandria, Va. She and her husband were charter members of Immanuel Lutheran Church in Palm City. During her career, she worked for the government for 30 years. Before retiring, she was an assistant to the executive secretary of the National Labor Relations Board in Washington, D.C. Survivors include a daughter, Patricia Ann Emmett of Palm City; a granddaughter, and step-grandson. She was preceded in death by her husband of 62 years, Clarence A. Miller, and sister, Helen Kline.
