CARTER, Frances (nee Eckel) 1928-2009 Beloved wife of Louis and mother of Lynn. Went to be with the Lord on February 15, 2009. Dear sister of Gerald (Patricia), Richard (Christine), late John (Wendy). She will be fondly remembered by all of her family and friends. Special thanks to the staff of 10M at the Royal Victoria Hospital.
