Elaine S. Carter, 69 BIDDEFORD & HILTON, N.Y. -- Elaine S. Carter, 69, passed away on Nov. 14, 2013. She is survived by her husband, Stuart; mother, Claire Scamman; brothers, Curtis (Linda Valentino) Scamman, Drew Scamman, sister, Beatrice (Walter) Kiesow; and nieces and nephews, Walter Kiesow Jr., Libby Collins, Joseph and Katherine Scamman, and Alexander and Sasha Anastasoff. Elaine had a long association with the Genesee Yacht Club from 1986-2012. She sailed all those years on Lake Ontario. In 2001, Elaine raced a boat with an all women crew, some whom never sailed before. They all became close, like a family. She also supported Women's International Service. A memorial service will be held at the North Waterboro Community Baptist Church on Route 5 in North Waterboro on Nov. 30, at 1 p.m. Arrangements by the Thomas E.
