She was born January 23, 1956, in Tampa to Farl Jr. and Mary Alice Yates Carter. She retired from Southwest Florida Water Management District as a well inspector. She was a member of the Moose Lodge and had attended the Main Street Pentecostal Church in Thonotosassa, Fla. She is survived by her daughter, Melissa Phillips; seven sisters, Darleen Carter, Patricia Allen, Dorothy Blaton, Karen Cockream, Linda Carter, Tammy Layton and Judy Fagan; two brothers, Ronnie and Ricky Harmening; and two grand-children, David A. and Ryan D. Phillips. A memorial service will take place at 11 a.m. Saturday, July 30, 2011, at Main Street Pentecostal Church, 10320 Main St., Thonotosassa.
