Billy Cecil Carter, 69, died Nov. 10, 2012, in Fort Pierce. He was born in Banner Springs, Tenn., and moved to Fort Pierce in 1947. He was a builder in the construction industry. Survivors include his wife of 53 years, Euell Carter of Fort Pierce; son, Travis Carter of Fort Pierce; daughters, Teresa Carter Gabriel of Vero Beach and Tracy Carter of Fort Pierce; six grandchildren; and three great-grandchildren. Services: Visitation will be from 1 to 2 p.m. Nov. 15 with a service to follow at 2 p.m. at Haisley Funeral Home. Burial will follow at Hillcrest Memorial Gardens.
