Betty was born in Beardstown, Ill., on Jan. 2, 1924, to Lloyd and Henrietta (Kesler) Phelps. She graduated from Beardstown High School and Gem City Business College; and then was employed by the Illinois Department of Registration and Education, and resigned to be employed as secretary to the director in Albuquerque for the Atomic Energy Commission. She married Joseph H Carter and moved to California where he was stationed with the USAF. After tours at Travis Air Force Base, Calif., RAF Alconbury Cambridgeshire, England and Alexandria, La., where Joe retired, they relocated to Florida where Joe was employed by the Florida Department of Agriculture. Betty was employed with civil service and went on to graduate from Okaloosa Walton Junior College. She continued her career with the Department of Defense until retirement and enjoyed her life and the people in it. Their son, Joseph P Carter, was born in California and resides in Key West. She will be missed by everyone that had the pleasure to know her. She passed peacefully in her sleep at the age of 90 years. She was preceded by her parents, her husband, Joe, and a brother, Bob Phelps. She is survived by her son, Joseph P Carter; two stepdaughters, Susan Carolyn Bozeman (Charlie) of Baker, Fla., and Reggie Fokes of Atlanta, Ga.; one granddaughter, Heather Fillingham of Blue Ridge, Ga.; one brother, Burl Phelps (Carol), of Decatur, Ill.; two step-grandsons, and one step-granddaughter. Betty loved to travel, read, watch college football and play bridge. Graveside services will be held at Barrancas National Cemetery, NAS Pensacola on Friday, Dec. 5 at 2 o'clock where she will be laid to rest by her husband.Arrangements are entrusted to Whitehurst Powell Funeral Home in Crestview.
