GOODWIN, WILLIAM (BILL) ALBERT - of Franklin, Tennessee, passed away on December 1, 2014. Born in Manchester, Tennessee, on September 28, 1925, and was the son of the late Myron and Hallie Goodwin. Bill attended the University of Kentucky and received his BS and MS in civil engineering. He retired in November, 1994, from Tennessee Technological University in Cookeville, Tennessee, where he was vice president of research. Prior to that he was the first deputy commissioner of transportation in Tennessee. Before that he served at the University of Tennessee as a professor of civil engineering, associate dean and director of the Engineering Experiment Station in the College of Engineering, and the dean of research in the University's Office of Graduate Studies and Research. He initiated the Transportation Center at the University of Tennessee, started the Economic Development Center, and served as the executive director of the University of Tennessee's Research Corporation, a patent holding office. Bill was active on numerous professional committees and boards including, Region Four of the US Department of Transportation in Tennessee, and chairman of Tennessee's Governor's Energy Advisory Board. He also served on many boards and community organizations including International Christian Ministries, a training ministry in Africa, Agape, a therapeutic program for women, Historic Rugby, Lion's Club Cookeville, Nashville & Eastern Railroad Authority, Tennessee Research and Development Corporation, and Candora Marble Museum in Knoxville. Bill was a member of Erin Presbyterian Church, Knoxville. He is predeceased by his beloved wife, Jean Elizabeth Goodwin; his brothers, Myron Goodwin, Robert Goodwin, Horace Goodwin; and his sisters, Marybelle Hardin and Clara Elliot. Surviving are his two younger brothers, David Goodwin (Chattanooga, TN) and Richard Goodwin (Lexington, SC); two children, Myron Goodwin (and Carol) and Catherine Goodwin; four grandchildren, Benjamin Goodwin, Brandon Goodwin (and Erin), Lauren Reese (and Evan), Merrill Durham (and Michael); and two great grandchildren, Genevieve Durham and Nora Reese. The family will receive friends on Friday December 5, 2014, from 12:00 - 1:00 p.m. at Berry Highland Memorial Funeral Home, 5315 Kingston Pike. There will be a memorial service at 1:00, Rev. Myron Goodwin officiating, with the interment to follow in Berry Highland Memorial Cemetery.
