Joyce was born in Pensacola, Florida - one of ten children of Henry and Ida White. She was predeceased by her siblings: Honora Monahan, Celeste Taber, Martin White, Priscilla Meyer, Sara Jean Unser, Henry M. White, Thomas White, Leila White and Judy Merritt. She was the loving wife to Raymond D. Bailey Sr. (deceased in 2004) for 55 years and is survived by their eight children: Doug, Tommy, Laurie, David, Kevin, Todd, Scott and Jody.
