He graduated from Palm Beach High School and attended Clemson Military Academy in Clemson, South Carolina. After one year he transferred to the University of Florida and graduated with a Bachelor's Degree in Business Administration. While at the University of Florida he was a member of Phi Delta Theta Fraternity and joined ROTC. After graduation in 1942 he immediately enlisted as a Lieutenant in the Air Force and trained to be a Bomber pilot, flying B-29 Bombers. He returned to civilian life after the war and moved back to West Palm Beach for a short time. During his stay there he was introduced to an insurance agent and went to work for her for about a year. He and his family then returned to Gainesville for him to pursue a career in insurance. In December 1952 he opened the Howard Hall Agency in a one room office on the second floor of the office building located on the corner of S. Main Street and First Avenue. He did it all, selling the insurance, typing the policies, collecting the premium and paying his companies. Later he moved into more spacious office and hired a secretary and by 1962 he built the Howard Hall Building at 605 N.E. First Street which housed the agency until 2000. The Howard Hall Agency became one of the largest and most respected Insurance Agencies in Gainesville. Howard was chairman of United Way, President of the Gainesville Jaycees, President of Gainesville Rotary Club, President of the Gainesville Golf and Country Club, President of the Chamber of Commerce and was asked by the City of Gainesville back in the early sixties to head up the first Economic Outreach Committee.
