Francis E. "Ernie" Dowd March 4, 2011 Francis E. "Ernie" Dowd, 80 years old, of St. Pete Beach, Florida, passed away, Friday, March 4, 2011, at the Skilled Nursing Facility at the Allegro of College Harbor. He was born April 6, 1930, in Seneca Falls, NY. He received his B.A. degree from LeMoyne College in Syracuse and his law degree from Georgetown Law . His military service during the Korean War was with the U.S. Army in Heidelburg, Germany. He began and ended his career in Federal Service with the National Labor Relations Board. He was appointed by the NLRB as Regional Director in Tampa. When he retired in 1994 the Florida Bar Association presented him with a plaque that read "In appreciation for enforcing the labor laws within the state of Florida in a conscientious, even-handed and ethical way." Judge Dowd held several prominent positions in the Department of Labor such as Associate Chief Judge and Assistant Chief Counsel. He was an Administrative Law Judge for many years with the Federal Labor Relations Authority. Survivors include his wife of 52 years, Martha; his sister, Sister Ruth Dowd; his children, Tom Dowd and MaryEllen O'Larey; and five grandchildren. A memorial Mass of Christian burial will be held Saturday, May 28, 2011, 10:30 a.m. at St. Peter's Church. Interment St. Peter's Cemetery.
