WATERS Frances Louise Smith Chapman Waters, 76, passed away suddenly Sunday, September 9, 2012. Frances was born on September 6, 1936 and has resided in Florida for most of her life. She was a member of the Assembly of God and enjoyed sewing, cooking and spending time with her grandchildren. She has been a resident of Life Care Center in Hilliard for the last 8 years. Frances is preceded in death by her parents, Joseph Frederick Smith and Frances Helen Sellers Smith and her brother, Joseph F. Smith, Jr. Survivors include 3 children: Hubert Warren Chapman, Jr., DeDra L. Kilgore (David) and Lawrence E. Chapman; 4 sisters and 2 brothers: Nancy Crumpton, Spencer O. Smith (Ida), Iris Garcia (Marco), Gwen Sheffield (Richard), Owen W. Smith (LaVinia) and Esther Wiggins (Bobby); 16 grandchildren; 18 great grandchildren and numerous nieces and nephews. Her family will greet friends from 5:00 PM 7:00 PM on Wednesday (TODAY) at PEEPLES FAMILY FUNERAL HOMES, North Jacksonville Chapel, 2220 Soutel Drive near Lem Turner Road.
